Lending scheme retooled to help small firms

LONDON (Reuters) - Britain sought to inject new life into the country's stagnant economy on Wednesday by giving banks greater incentives to lend to small and medium-sized firms which complain they are starved of credit.

The Bank of England and the Treasury said a new phase of their flagship Funding for Lending Scheme would be heavily skewed towards smaller firms.

Banks taking part in the programme will also now be able to lend to alternative providers of credit - such as leasing firms which often work with small companies - as well as mortgage and housing credit corporations.

Under a third change, banks can get funding from the FLS for an extra year until the end of January 2015.

The Bank and the government see a lack of credit to small businesses as a major factor behind Britain's very slow recovery from the financial crisis. On Thursday, data could show the economy slipped into its third recession in under five years

Chancellor George Osborne is under pressure to boost growth after concerns from the International Monetary Fund - previously a supporter of his austerity policies - said he may need to slow the pace of spending cuts.

He announced measures to boost the housing market in March and employers groups welcomed Wednesday's changes to the FLS. But they said it remained to be seen whether banks would become less risk-averse and lend to such borrowers as start-up firms.

"What a lot of SMEs (small and medium-sized enterprises) will be looking for is money actually getting to the front line on reasonable terms, and not just to the safe bets," said Adam Marshall, policy director at the British Chambers of Commerce.

Economists said the changes were not a game-changer for the economy. "The FLS is likely to provide a boost when confidence returns to the economy, but confidence is the elusive factor," analysts at Barclays said in a note to clients.

Alan Clarke, an economist at Scotiabank said the changes were probably a complement to more broad-based stimulus in the future by the Bank, and were unlikely to stop it from buying more government bonds later in the year.

INCENTIVES TO LEND TO SMALL FIRMS NOW

The original FLS was launched last August and offers banks cheap credit if they increase lending to households and businesses. Results have been mixed, with benefits so far mainly going to banks and homebuyers rather than small businesses.

Banks drew 14 billion pounds in cheap funding from the Bank between August and the end of last year but the FLS failed to stop a decline in overall bank loans at the end of 2012, adding to pressure on the government to take more action.

The Bank Governor Mervyn King said the extension of the FLS would assure banks about their cheap funding rates.

"This innovative extension will now do even more for small and medium-sized businesses so that they can play their full part in creating new jobs," Osborne said in a statement.

One of the changes announced on Wednesday seeks to get credit to small and medium-sized firms flowing as soon as possible: for every pound of additional lending by banks to the sector in the remainder of 2013, the amount of funding that banks will be able to draw upon increases by 10 pounds.

In 2014, that falls to five pounds of FLS funding for banks for every pound they lend to SMEs.

Lending to other sectors will count on a one-for-one basis towards the allowance for banks accessing the scheme.

Cormac Leech, a banking analyst at Liberum Capital, said the 10-to-1 ratio to increase bank lending to small firms this year would help banks such as Royal Bank of Scotland and Lloyds, which are Britain's biggest business lenders.

"They are highly incentivised to write SME loans even at an underwriting loss. So it's a key positive for them and should help to drive their share price and sector earnings," he said.

Employers groups want more competition in Britain's banking sector as a way to spur fresh lending. Those hopes suffered a blow on Wednesday when the planned sale of 630 bank branches by Lloyds to the Co-Operative Group fell through.

What about Dad?

So often while expecting a new baby, everything is centered around Mom. While that is great, sometimes that leaves Dad feeling a little left out. We went to Daddy Nickell, parenting expert, columnist, media personality, and father of 7, for some baby shower ideas and advice on the best ways to celebrate both Dad and Mom. Shannon Miller Lifestyle :What are the first things to consider when planning a baby shower?

Daddy Nickell: Before you start planning a baby shower you should consider the following:

  • Who will attend the function i.e. couples, ladies only, men only, etc.
  • Who will help plan and host the shower ? a close friend or a family member.
  • A convenient time to throw the shower ? not too close to the due date ? those babies don?t always come when expected.
  • What size budget do you have?
  • Will you serve food? If so, will the event be catered, or will it be a potluck?
  • Possible locations to host the event.
  • Will the event have a theme? Dadchelor Party, wine tasting, Vegas get away, parents house.

SML: What are some different kinds of parties to throw for the expecting parents?

DN: There are many different options for parties, and it really just depends on your taste and lifestyle.

  • One expectant couple might like a coed, backyard BBQ shower
  • Other expectant moms might prefer a quiet, family-only shower at home
  • Others might enjoy the event at their favorite spa.
  • For dad ? more and more couples are opting for a Dadchelor Party for the new daddy to be.

Multiple parties are a common trend.? Possible variations include: one for mommy and close friends, one for mommy and family members, and one for couples.? Be sure to include one for daddy with his guy friends.

SML: Who should be the host of the baby shower?

DN: Choose a close friend of family member or two who are organized and who have extra free time on his or her hands. Utilizing a small team prevents putting too much pressure on one person.? Showers can be expensive. I would recommend the including mommy or daddy in the decision making and budgeting process. ?Most showers are not surprise events, so input from family and friends can be helpful when it comes to costs and who will be responsible.

SML: When is the typical time in the pregnancy to throw a baby shower?

DN: A baby shower is best held during the end of the second trimester or the beginning of the third. Of course, you can have the shower whenever is convenient for you and your guests. Be aware of conflicting events like the Super Bowl, holiday celebrations or school vacation times, etc. Be careful not to plan it too close to the expectant mom?s due date. Like I said before, those babies don?t always stay put as long as they?re supposed to.

SML: How should a theme be chosen?

DN: Let the expectant parent?s personality be your guide. If the dad is into sports consider throwing a Dadchelor Party at a local sports bar. Recently, people have begun to be much more creative. If the mom loves the beach, and you live close to one, throw a baby shower beach bash and picnic for the mommy-to-be.

You can really go as big or as small as you want. But, remember when choosing the theme it?s important to stay true to the expecting parent?s personalities.

SML: What are some classic themes that you just can?t go wrong with?

DN: For the traditional baby shower, I suggest themes including: A Spa Shower, A Beach Bash, A Pool Party, Picnic in the Park, or a Tea Party theme. For the Dadchelor Party, I would suggest: A Poker Party, A Sports Bar Party, A Tailgate Party, A Fishing Party, A Campout, A Golfing Party, or perhaps A Beer Tasting Party. Whatever you do, keep in mind the purpose of the gathering ? to celebrate the arrival of a baby ? and you can?t go wrong.

SML: What are some of the most creative,innovative, or memorable themes you have done?

DN: Dean McDermott?s ?All American Daddy? themed Dadchelor Party was one of the most memorable events.? He hosted the event at a skeet shooting range in California. We had a group of about 15 men who came together to bond and support Dean McDermott who was expecting his fifth child.? Some of the dads even brought their sons. After some lessons we had a shoot off contest ? what?s a men?s event without a little friendly competition? After the shooting match we enjoyed beer and a tri tip sandwich while we took turns giving toasts of congratulations, humor, and advice. A few guys brought gifts, but mostly we just a fun time celebrating the new addition to Dean?s family.

SML: What are the top 4 things to avoid when hosting a baby shower?

DN:

  1. Making the invitation list without consulting mommy. She should have the final say on who is invited.? You won?t want to forget any out of town friends or family.
  2. Alcohol ? To serve or not to serve.? This is a personal preference that should be respected.
  3. Creating the invitation and not allowing the mommy-to-be to proof prior to sending.
  4. Hosting a late night event.? Mommy gets tired and needs time to rest and relax in the evening.

SML: What are the top 4 things avoid when attending a baby shower?

DN:

  1. Don?t mention weight gain.? Be respectful of the mommy-to-be; she is still getting used to the baby weight.
  2. Don?t react in a negative way to name choices.? If the mommy says the baby name ? keep your comments positive.
  3. Don?t consuming a lot of alcohol.? Don?t bring alcohol or champagne unless you have asked permission.
  4. Do not bring your kids or babies unless the invitation indicates ?kids welcome?.

SML: What are some favorite favors to give away to guests?

DN: From my experience you can?t go wrong with edible favors. I suggest something simple like cookies or cupcakes.

SML: What are some great ways to include dad?

DN: More and more, dads are being included in showers via coed or couple?s showers. Baby showers aren?t just for women! Make sure you invite both mom?s and dad?s friends if you?re planning a couple?s shower.
Additionally, I?ve mentioned the Dadchelor Party which is an increasingly popular idea. A Dadchelor Party is kind of the expectant dad?s last hurrah with the guys before baby comes. Ask each guy guest to bring a box of diapers and let the men have a cookout in the backyard to celebrate daddy hood and the new daddy-to-be.

SML: What are some great money saving tips baby shower ideas for the host?

DN: Decorations and location. If you?re looking to save money, find a free location to host the shower, and don?t splurge on decorations ? keep it simple. Additionally, you don?t need to feed everyone. Host a potluck and ask each guest to bring something small or just grab a few snacks. Schedule the shower at 1:30, so guests will have eaten lunch prior to attending.

SML: What are some great foods for the party that you can?t go wrong with?

DN: Women tend to enjoy healthier choices like fruit kabobs and veggie platters while men at a Dadchelor Party prefer nachos and chicken wings. Have fun with the food!!

SML: What are some great types of venues for a baby shower?

DN: I?d look into local parks, restaurants or spas. You don?t necessarily have to host a baby shower in someone?s home; however, backyard BBQ showers can be a ton of fun!

SML: What are some great games to include, if any?

DN: Games are great ? whether you?re hosting a traditional shower or a Dadchelor Party.

  • I suggest the bottle chug where you fill baby bottles with sparkling cider and the guests ?chug? them as fast as they can (at a Dadchelor Party substitute the sparkling cider for beer ? it?s a crowd pleaser).
  • Guests also enjoy stroller Olympics.
  • ?Blind diapering? is always fun for participants and spectators alike.
  • Measure the belly ? guess how many sheets of toilet paper it will take to wrap about momma?s belly at the biggest point.
  • Name the baby
  • Connect baby pictures ? Ask each guest to provide a baby picture then match each person?s baby photo with how they look today.
  • Guess the size and weight of baby at birth

SML: What kind of planning goes into a celebrity baby shower event? Is it more elaborate?

DN: The celebrity baby shower events we?ve hosted and sponsored have varied greatly.? It all depends on the celebrity?s vision for the event.? Sometimes the parties are elaborate, other times they are intimate family-only events. Basically we take the same things into consideration ? often on a larger or grander scale. And, just as any other shower, the actual details vary too depending on the expectant couple?s preference for games, activities and food.

SML: Do you typically work directly with the celebrity mom-to-be herself or is a professional planner involved?

DN: We usually work with celebrity planners who communicate with the celebrity parent in order to determine parameters when it comes to selecting a style, theme, or venue.

Boston Marathon bombing investigation turns to motive

BOSTON (Reuters) - With the surviving suspect in the Boston Marathon bombings lying seriously wounded in a hospital and unable to speak on Saturday, investigators worked to determine a motive and whether the ethnic Chechen brothers accused of the attack acted alone.

Dzhokhar Tsarnaev, 19, was captured late on Friday after a gunfight with police that ended a daylong manhunt and sent waves of relief and jubilation throughout Boston. His brother, Tamerlan, 26, died on Thursday after a shootout with police.

The younger brother was shot in the throat and could not speak because of injuries to his tongue, said a source close to the investigation. It was unclear when he would be able to talk again or when he would be charged.

"It's serious ... he's not yet able to speak," Massachusetts Governor Deval Patrick told reporters on Saturday. "We have a million questions and those questions need to be answered."

The brothers are suspected of setting off bombs made in pressure cookers and packed with ball bearings and nails at the crowded finish line of Monday's marathon, killing three people and injuring 176.

Life in Boston began to return to normal on Saturday as the Red Sox returned to Fenway Park for the first time since the bombings, paying an emotional tribute to the victims and the first responders before their baseball game.

"When (Tsarnaev) was apprehended and we saw the reactions of everyone in Watertown, I just got online and got two tickets for the game," said Linda Gibbs, 52, from Westborough, Massachusetts. "We just really wanted to be here and to support everyone."

Tsarnaev had been hiding in a boat parked in the backyard of a house in the suburb of Watertown and was captured after a resident spotted blood on the boat and called police. He was being treated at Beth Israel Deaconess Medical Center in Boston.

The FBI believes Tamerlan was the leader of the pair, although investigators were checking on people who had contact with both brothers to see if anyone else was involved, said a senior U.S. law enforcement source.

Early indications are the brothers acted alone, Watertown Police Chief Edward Deveau told CNN on Saturday. "From what I know right now, these two acted together and alone," he said. "But as far as this little ... group, I think we got our guys."

PARENTS SAY SONS FRAMED

The FBI said it interviewed Tamerlan in 2011 at the request of a foreign government - identified by a law enforcement source as Russia - after that country raised concerns that he followed radical Islam. The FBI did not find any "terrorism activity."

Tamerlan traveled to Moscow in January last year and spent six months in the region, a law enforcement source said, but it was unclear what he did while he was there.

President Barack Obama said on Friday after the capture that questions remained from the bombings, including whether the two suspects received any help. Obama has described the bombings an act of terrorism.

Tsarnaev was a student at the University of Massachusetts at Dartmouth and is believed to have been on the college campus on Tuesday, Wednesday and Thursday, said a university official, citing witnesses, swipe cards and security cameras.

The family emigrated to the United States about a decade ago. The brothers spent their early years in a small community of Chechens in the central Asian country of Kyrgyzstan, a mainly Muslim nation of 5.5 million. The family moved in 2001 to Dagestan, a southern Russian province that lies at the heart of a violent Islamist insurgency and where their parents now live.

In separate interviews, the parents of the Tsarnaev brothers said they believed their sons were incapable of carrying out the bombings. Others remembered the brothers as friendly and respectful youths who never stood out or caused alarm.

"Somebody clearly framed them. I don't know who exactly framed them, but they did. They framed them. And they were so cowardly that they shot the boy dead," father Anzor Tsarnaev said in an interview with Reuters in Dagestan's provincial capital, Makhachkala, clasping his head in despair.

Ruslan Tsarni, who said he was an uncle of the brothers, told CNN on Saturday he first noticed a change in Tamerlan Tsarnaev's religious views in 2009. He said the radicalization of his nephew happened "in the streets of Cambridge."

ENEMY COMBATANT?

The bombings prompted contact between the United States and Russia on terrorism and the Kremlin said on Saturday that the presidents of both countries had agreed by telephone to increase cooperation on counterterrorism.

On Saturday, several Republican lawmakers called on Obama to try Tsarnaev as an "enemy combatant" under terms of war, without entitlement to Miranda rights - usually given by police to suspects before they are interrogated so statements can be admissible in court.

Authorities did not read the teenager the Miranda warning.

A Justice Department official said the government was invoking the public safety exception to Miranda to question the suspect extensively about other potential explosive devices or accomplices and to gain critical intelligence.

The Federal Public Defender Office said on Saturday it would represent Tsarnaev once charges were filed.

After combing through a mass of pictures and video from the site in the minutes before the Boston marathon bombing, the FBI publicized pictures of the two men on Thursday and asked the public for help in identifying them.

Just hours later, events began to unfold with the fatal shooting of a police officer on the campus of the Massachusetts Institute of Technology and finally the Watertown firefight, during which police say the brothers threw bombs at officers. Tamerlan suffered fatal wounds, while Dzhokhar escaped on foot.

The hunt for Tsarnaev emptied Boston's streets as the city went into lockdown for most of Friday. Public transportation was suspended and air space restricted. Famous universities, including Harvard and MIT, closed after police told residents to remain at home.

BOSTON Researchers at Northeastern University in Boston have developed a gene therapy approach that may one day stop Parkinson's disease (PD) in it tracks, preventing disease progression and reversing its symptoms. The novelty of the approach lies in the nasal route of administration and nanoparticles containing a gene capable of rescuing dying neurons in the brain. Parkinson's is a devastating neurodegenerative disorder caused by the death of dopamine neurons in a key motor area of the brain, the substantia nigra (SN). Loss of these neurons leads to the characteristic tremor and slowed movements of PD, which get increasingly worse with time. Currently, more than 1% of the population over age 60 has PD and approximately 60,000 Americans are newly diagnosed every year. The available drugs on the market for PD mimic or replace the lost dopamine but do not get to the heart of the problem, which is the progressive loss of the dopamine neurons.

The focus of Dr. Barbara Waszczak's lab at Northeastern University in Boston is to find a way to harvest the potential of glial cell line-derived neurotrophic factor (GDNF) as a treatment for PD. GDNF is a protein known to nourish dopamine neurons by activating survival and growth-promoting pathways inside the cells. Not surprisingly, GDNF is able to protect dopamine neurons from injury and restore the function of damaged and dying neurons in many animal models of PD. However, the action of GDNF is limited by its inability to cross the blood-brain barrier (BBB), thus requiring direct surgical injection into the brain. To circumvent this problem, Waszczak's lab is investigating intranasal delivery as a way to bypass the BBB. Their previous work showed that intranasal delivery of GDNF protects dopamine neurons from damage by the neurotoxin, 6-hydroxydopamine (6-OHDA), a standard rat model of PD.

Taking this work a step further, Brendan Harmon, working in Waszczak's lab, has adapted the intranasal approach so that cells in the brain can continuously produce GDNF. His work utilized nanoparticles, developed by Copernicus Therapeutics, Inc., which are able to transfect brain cells with an expression plasmid carrying the gene for GDNF (pGDNF). When given intranasally to rats, these pGDNF nanoparticles increase GDNF production throughout the brain for long periods, avoiding the need for frequent re-dosing. Now, in new research presented on April 20 at 12:30 pm during Experimental Biology 2013 in Boston, MA, Harmon reports that intranasal administration of Copernicus' pGDNF nanoparticles results in GDNF expression sufficient to protect SN dopamine neurons in the 6-OHDA model of PD.

Waszczak and Harmon believe that intranasal delivery of Copernicus' nanoparticles may provide an effective and non-invasive means of GDNF gene therapy for PD, and an avenue for transporting other gene therapy vectors to the brain. This work, which was funded in part by the Michael J. Fox Foundation for Parkinson's Research and Northeastern University, has the potential to greatly expand treatment options for PD and many other central nervous system disorders.

BOSTON Researchers at Northeastern University in Boston have developed a gene therapy approach that may one day stop Parkinson's disease (PD) in it tracks, preventing disease progression and reversing its symptoms. The novelty of the approach lies in the nasal route of administration and nanoparticles containing a gene capable of rescuing dying neurons in the brain. Parkinson's is a devastating neurodegenerative disorder caused by the death of dopamine neurons in a key motor area of the brain, the substantia nigra (SN). Loss of these neurons leads to the characteristic tremor and slowed movements of PD, which get increasingly worse with time. Currently, more than 1% of the population over age 60 has PD and approximately 60,000 Americans are newly diagnosed every year. The available drugs on the market for PD mimic or replace the lost dopamine but do not get to the heart of the problem, which is the progressive loss of the dopamine neurons.

The focus of Dr. Barbara Waszczak's lab at Northeastern University in Boston is to find a way to harvest the potential of glial cell line-derived neurotrophic factor (GDNF) as a treatment for PD. GDNF is a protein known to nourish dopamine neurons by activating survival and growth-promoting pathways inside the cells. Not surprisingly, GDNF is able to protect dopamine neurons from injury and restore the function of damaged and dying neurons in many animal models of PD. However, the action of GDNF is limited by its inability to cross the blood-brain barrier (BBB), thus requiring direct surgical injection into the brain. To circumvent this problem, Waszczak's lab is investigating intranasal delivery as a way to bypass the BBB. Their previous work showed that intranasal delivery of GDNF protects dopamine neurons from damage by the neurotoxin, 6-hydroxydopamine (6-OHDA), a standard rat model of PD.

Taking this work a step further, Brendan Harmon, working in Waszczak's lab, has adapted the intranasal approach so that cells in the brain can continuously produce GDNF. His work utilized nanoparticles, developed by Copernicus Therapeutics, Inc., which are able to transfect brain cells with an expression plasmid carrying the gene for GDNF (pGDNF). When given intranasally to rats, these pGDNF nanoparticles increase GDNF production throughout the brain for long periods, avoiding the need for frequent re-dosing. Now, in new research presented on April 20 at 12:30 pm during Experimental Biology 2013 in Boston, MA, Harmon reports that intranasal administration of Copernicus' pGDNF nanoparticles results in GDNF expression sufficient to protect SN dopamine neurons in the 6-OHDA model of PD.

Waszczak and Harmon believe that intranasal delivery of Copernicus' nanoparticles may provide an effective and non-invasive means of GDNF gene therapy for PD, and an avenue for transporting other gene therapy vectors to the brain. This work, which was funded in part by the Michael J. Fox Foundation for Parkinson's Research and Northeastern University, has the potential to greatly expand treatment options for PD and many other central nervous system disorders.

Review: Logitech G700s Rechargeable Gaming Mouse - Destructoid

There's so many options for mice out there, it's tough to narrow down what you actually need. With options for everyday use, gaming, image editing, and everything in-between, sometimes things can get confusing. Enter the Logitech G700s Rechargeable Gaming Mouse, which is built for precision.

As soon as I gripped the G700s, something felt a bit off. It's a rather bulky design that doesn't look the best, but as we know, initial looks and impressions can be deceiving.

My initial negative vibe with the G700s went away after a few short hours, as my hand had actually gotten used to the grip, and I found it extremely comfortable from then on out. The off-putting "lightning bolt" design can't be helped of course, but in terms of pure comfort, I was extremely surprised at the quality of the texture grip around my fingers, and the physical feedback from the material. Specifically, even the buttons feel great; there's a very light feedback on the thumb buttons that doesn't get too "clicky," but lets you know that you triggered it.

The G700s comes with a tiny nano-receiver that plugs into a USB port for the wireless connection, and a Micro-USB cable in case you need an extension for charging the AA rechargeable batteries. It is a normal cable and not braided, which was my only real complaint, since I've gotten used to the latter. Still, I haven't had any real issues with the cable itself -- it's fairly sturdy.

If you want to use a replacement cord, any micro-to-USB connection will work, making the mouse fairly flexible for use anywhere. During my testing, I had no issues with the wireless connection or the cable, and the nano-receiver is a dedicated line, creating a 1ms latency that makes this mouse reliably accurate with no movement hiccups to speak of.

I was utterly confused at first as to why the scroll wheel was so sensitive, but then I found out the mouse featured dual mode scrolling -- meaning, you hit a button near the wheel, and it switches the wheel's sensitivity. By default the other buttons on the G700s allow you to raise and lower your DPI, switch profiles, and so on, but you can customize the twelve buttons (thirteen if you count the scroll wheel tilt) to anything else.

To my surprise, it was extremely responsive for a wireless mouse -- as in, one of the best I've ever handled. I mainly tested with FPS and RTS play, and the accuracy I experienced previously from image editing and everyday use translated over to gaming quite nicely.

Thankfully, Logitech Gaming Software (LGS) is supported for the G700s. You can utilize the software to build five profiles, which allow you to customize DPI settings, power modes, and multi-key macros. The mouse also houses a tiny three light LED display on the left side (in plain sight and not blocked by fingers), which shows battery level in green.

It seems as if the mouse was designed more for performance than battery life, as the G700s will last around 8-10 hours with pure constant gaming use before you have to plug it in. That shouldn't be an issue for most competitive gamers though, who will have their mouse plugged in anyways for 100% reliability. For everything else non-gaming related, I was able to use it for days on end without a need for a single recharge.

I was previously using the Razer Mamba for my review rig, but over the course of a week of testing, I've slowly acclimated over to the G700s. It took a bit to get used to and doesn't look the prettiest, but it's extremely comfortable to the touch, especially now that I've slowly adjusted the settings to suit my needs. If you already have a G700, there may not be enough here to warrant an upgrade, but if you're in the market for a gaming mouse, Logitech is pretty much always a solid go-to -- the G700s included.

Movie halted, symphony delayed in Boston manhunt

BOSTON (AP) ? The manhunt for a suspect in the Boston Marathon bombing is causing filming on David O. Russell's film "American Hustle" to be suspended.

Sony spokesman Steve Elzer said Friday that the film's producers are heeding official requests to remain indoors as a massive manhunt Friday virtually shut down the city and some suburbs.

Authorities suspended mass transit and asked businesses not to open as thousands of officers swarmed the streets.

The Boston Symphony Orchestra also said it was postponing its Friday night concert for a week.

"American Hustle," about an FBI sting operation in the late '70s, features Jennifer Lawrence and Bradley Cooper ? both stars of Russell's "Silver Linings Playbook" ? along with Jeremy Renner, Christian Bale and Amy Adams.

Adding "chemical shift" techniques to MRI can help differentiate clear cell renal cell carcinoma from other types of renal cell cancer, a new study shows. That differentiation can help physicians better determine treatment for these patients.

The study, conducted at Massachusetts General Hospital in Boston, included 156 patients with proven renal cell cancer. Clear cell renal carcinoma contains microscopic areas of fat, which is not seen on conventional imaging, said Dr. Azadeh Elmi, lead author of the study. "Chemical shift MRI enables us to quantify even small amounts of fat," she said. The study found that chemical shift MRI was about 83% accurate in differentiating clear cell renal cell carcinoma from other types of kidney cancer.

Clear cell type is the most common type of kidney cancer, and it has the greatest potential to metastasize, said Dr. Elmi. Chemical shift MRI is a protocol that can be readily performed in kidney MRI at no additional cost, she said. "As we are moving toward less invasive treatment strategies for cancer patients, the need to better distinguish tumor characteristics is becoming greater. This study demonstrates that chemical shift MRI is a promising tool in renal cell cancer characterization before planning treatment. The surgeons can get better insight of the tumor biology and can plan before hand," Dr. Elmi said.

The study will be presented April 19 during the ARRS Annual Meeting in Washington, DC.

Resorts Nationwide Go Sun Smart - Skin Care - - Health.am

A group of researchers led by San Diego State University communication professor Peter Andersen have teamed up with 40 resorts nationwide to encourage vacationers to be smart about sun protection through Go Sun Smart.

The program, funded by the National Institute of Health, kicked off in March at the PGA Golf Resort in Palm Beach, Florida, and Lago Mar Resort and Club in Fort Lauderdale, Florida. It will continue to roll out to resorts all over North America this summer.

?Our goal is to see if we can get guests at outdoor resorts to be more sun smart,? said Andersen.? ?More than 2 million new cases of skin cancer are reported each year in the United States, and it is the most preventable form of cancer. Our work is an important national priority.?

Cross-discipline collaboration
Sun Smart is a partnership between SDSU and Klein Buendel Inc., a health communication firm in Golden Colorado.

Researchers from a variety of disciplines, including communication, epidemiology, biostatisics, public health and hospitality, are working together on the four-year project. They have created a comprehensive communication campaign for resorts to use to communicate the importance of sun safety to guests from the time they make their reservations until they check out.

?One of the primary reasons guests have negative experiences on vacation stems from sunburns,? said professor Larry Beck from SDSU?s School of Hospitality and Tourism Management, a co-investigator on the project.

?From the hospitality perspective, this is a win-win situation. The resort is showing concern over the health and well-being of their guests, which reflects positively on the resort, and guests are less likely to become sunburned, so they will enjoy their trip more and may avoid skin cancer in the future.?

Sun Smart strategies

Sun Smart resorts communicate advanced sun protection behaviors to their guests, focusing on five simple and effective advanced Sun Smart strategies:

Pre-apply sunscreen with SPF 30 or higher
Reapply sunscreen several times during midday
Wear hats and protective clothing when in direct sun
Seek shade
Avoid being outside during high UV times of day

The program is endorsed by the Hospitality Sales and Marketing Association International and the American Hotel and Lodging Association.

?The American Hotel and Lodging Association and its members would benefit from learning how to use Go Sun Smart to promote sun safety and enhance the experience of our guests,? said Joe McInerney, president of the association.

Observing and interviewing

Researchers have spent two years studying the sun safety behavior of guests at 18 resorts. This year, 22 more resorts have been added.

In an effort to measure the effectiveness of the campaign, they will continue to observe resort guests and conduct interviews to see how sun safety behavior changes over time.

National priority

?Ninety percent of people know the sun causes skin cancer, but most people don?t realize all of ways they can actually prevent it,? said Andersen.

Resorts participating include Sun Peaks Resort in British Columbia, the Omni Mount Washington Resort in New Hampshire, Jackson Hole Resort in Wyoming, Rancho de los Caballeros in Arizona and the Miramonte Resort and Spa in California.

Ministers' wealth list to expose France's "caviar left"

PARIS (Reuters) - An inventory of French ministers' assets could set off a storm when it goes public on Monday, exposing a handful of millionaires in the Socialist government as the nation endures spending cuts and rampant unemployment.

For the first time in France, President Francois Hollande is publishing a list of bank deposits and property held by all 38 ministers as he scrambles to stem public fury over his ex-budget minister's disclosure he lied about a secret Swiss bank account.

While the register will exclude their stakes in companies, it could still reveal enough riches to trigger resentment of the "caviar left" in a country with a cultural distaste of ostentatious wealth.

Topping the list could be Foreign Minister Laurent Fabius, the oldest and most experienced of Hollande's ministers, but also the richest, with a fortune estimated in the millions euros, much of it in the form of inherited works of art.

"We're taking a risk. It's the risk of transparency," acknowledged a senior government official, adding with a sigh: "This country has a very particular relationship with money."

Whereas public officials in dozens of countries including the United States routinely publish their tax returns, politicians' finances are considered a private matter in France.

Hollande, who pleased the grass-roots left by declaring in 2007 that he disliked rich people, wants to pass a law later in April forcing parliamentarians to also declare their wealth.

The gamble is that rather than calm the scandal over Jerome Cahuzac, the budget minister who quit in disgrace last month and is now under investigation for tax fraud, the asset inventory could trigger calls for more heads to roll.

"There will be a before and an after," Prime Minister Jean-Marc Ayrault said on Thursday after meeting lawmakers opposed to publishing their assets.

SUPER TAX

Opposition conservatives scoffed at the plan.

Jean Francois Cope, head of the UMP party that Hollande ousted from power last May, said it smacked of voyeurism.

Bordeaux Mayor Alain Juppe, a well-heeled former foreign minister, called it "grotesque" as he posted a statement of his property and bank accounts online, despite not being required to.

Hollande has always made clear his dislike of money, marking his difference from Dominique Strauss-Kahn, the onetime presidential hopeful whose ex-wife is a millionaire heiress.

He declared a decade ago that anybody earning more than 4,000 euros a month counted as rich and is pushing to impose a 75 percent "super tax" on income over a million euros.

While Fabius is a respected Socialist Party veteran, he is also the son of a rich antique dealer father, an art collector himself, and owns a chunk of French auction house, Piasa.

A dinosaur in Hollande's youthful government, the 67-year-old has a valuable gravitas and breadth of experience as a former prime minister, finance, budget and industry minister.

Also high up on Monday's list will be Health Minister Marisol Touraine, who made an early declaration showing she had 1.4 million euros ($1.84 million) in assets, mainly property.

Finance Minister Pierre Moscovici, who is under fire for his handling of the Cahuzac affair, said on television his statement would show little more than his house in eastern France.

The asset list is part of a package of transparency measures Hollande unveiled on Wednesday, including the creation of a special prosecutor's office for major fraud.

An Opinionway survey found this week that 77 percent of respondents backed the asset inventory, but only a small minority thought it would prevent another Cahuzac-type scandal.

Some ministers have rushed to show they live frugally.

U.S. Dollar to Become Next Japanese Yen?

The Bank of Japan has become notorious for printing extreme amounts of paper money. It wants to end the economic misery the country has faced for many years.

Dear reader, this all brings me to one key point: gold bullion has a shiny future in spite of the price correction it is currently going through.

Just as gold bullion prices are soaring in Japan today, it will eventually be the same situation here at home. The main reason gold bullion prices skyrocketed in Japan was the devaluation of the yen. The Japanese currency has declined in value by 30%, compared to other major currencies, in a very short period of time.

As I write this, the Federal Reserve is still printing $85.0 billion in new money a month with no end in sight. In the future, I believe there will be consequences for money that has been ?printed out of thin air.?

Gold bullion has been a store of value for thousands of years?much longer than any fiat currency. It acts as a hedge against inflation. At the end of the day, the U.S. dollar is a paper-based fiat currency that?s backed by nothing.

This long-term chart clearly shows that the price of crude oil hasn?t really increased in terms of gold since 1990. Inflation caused by the fiat currency has made crude oil look expensive.

Yes, I know that since the beginning of the year, gold bullion prices haven?t performed very well. But that doesn?t mean the precious metal has lost its use. What still holds true is that central banks are buying up gold bullion with two hands?they know they need the yellow metal to protect what they have as the question of the U.S. dollar as a reserve currency comes into play.

I am bullish on gold bullion, and my reasons for being bullish remain the same; I don?t expect printing presses of central banks around the world to stop anytime soon. They will continue to print paper money in hopes of bringing ?economic growth? to their respective countries. But just as the Roman and the German empires once learned, and as Japan is learning today, the more paper money created, the more worthless it eventually becomes.

Damage to the fundamental monetary system of the U.S. has already been done. Just look at the balance sheet of the Federal Reserve and how much the U.S. government owes to its creditors. More money printing and more debt will weaken the U.S. dollar further, while it continues to bode well for gold bullion.

The headlines keep flashing: S&P 500 keeps hitting a new record?almost daily! Optimism is increasing to levels not seen since 2007. And I continue to ask why.

As I have been harping on about in these pages, the disparity between the U.S. economy and the key stock indices is increasing as the days go by. Key stock indices are moving beyond what is reality.

That reality is that economic conditions in the U.S. are taking a wrong turn?they are screaming, ?Danger ahead!? But sadly, key stock indices like the S&P 500 are ignoring the signals.

Unemployment, one of the major issues faced by the U.S. economy, showed further deterioration in March. The amount of jobs added was pathetic. It?s an indication that businesses in the U.S. economy aren?t hiring as some think.

In the same vein, consumers in the U.S. economy are turning pessimistic. The Consumer Confidence Index reported by the Conference Board fell more than 12% from February to March. (Source: Conference Board, March 26, 2013.) Keep in mind that if consumers aren?t feeling good about their money, then they don?t go out and buy. As a result, companies in the key stock indices see their profitability come under pressure.

And places where the media tell us ?things are improving? are actually still in the doldrums. Consider the U.S. housing market. Home prices are still depressed?even with some gains witnessed in 2012?because of institutions buying single-family homes. At the end of 2012, 27.5% of all homes with a mortgage in the U.S. economy had negative equity?that?s 13.8 million American homeowners! (Source: Zillow, February 20, 2013.)

The reason behind the rise in the key stock indices mainly has to do with easy monetary policy and money printing. It?s almost as if investors are being forced to take higher risks because returns are limited elsewhere. Take a look at the following chart showing margin debt (the amount of money borrowed to invest in stocks) in the New York Stock Exchange (NYSE):

Margin debt reached $366.14 billion in February of this year. This amount was the highest since June 2007, when margin debt was $378.24 billion. In July 2007, close to the time the key stock indices made their all-time highs, margin debt in the NYSE reached its highest level ever?$381.37 billion.

Be very careful with stocks, dear reader. Key stock indices may rise a little further, but their downside risks are piling up fairly quickly.

Cold Weather hits UK Farmers | Royal Meteorological Society

According to the National Farmers' Union the UK is set to become a net importer of wheat for the first time in a decade, due to the impact of the weather on crops. Speaking on Radio 4 NFU President Peter Kendall said that more than two million tons of wheat were lost due to poor weather last year.

This year has not been much kinder to farmers and the rural economy so far. The prolonged winter has been dubbed "springter" by some as low temperatures persist into April. Soil temperatures are still at winter levels and garden centres and nurseries are reporting heavy losses for the Easter period. There have also been heavy losses of livestock due to the recent snow.

The middle of April is the latest that many crops can be sown for optimal harvest, so if the weather does not improve over the next weeks, it could have devastating consequences for farmers.

Last summer the average yield per acre for wheat was 6.7 tonnes, down from 7.8 tonnes a hectare. So far this year, farmers have only got 75% of the planned wheat planted, so the UK is already behind on production.

Tunisian military helicopter makes emergency landing

TUNIS (Ma'an) -- A Tunisian military helicopter made an emergency landing on Friday near a military base in the El-Aounia neighborhood near Carthage international airport in Tunis.

Mukhtar Ibn Nasser, a spokesman for Tunisia's defense ministry, told Ma'an that two officers on board were injured and taken to a military hospital in Tunis.

(AP) ? The closings of control towers at 149 small airports, due to begin this weekend because of government-wide spending cuts, are being delayed until mid-June, federal regulators announced Friday.

The Federal Aviation Administration said it needs more time to deal with legal challenges to the closures.

Also, about 50 airport authorities and other "stakeholders" have indicated they want to fund the operations of the towers themselves rather than see them shut down, and more time will be needed to work out those plans, the agency said in a statement.

The first 24 tower closures were scheduled to begin Sunday, with the rest coming over the next few weeks. Obama administration officials have said the closures are necessary to accomplish automatic spending cuts required by Congress.

Despite the delay, the FAA said it will stop funding all 149 of the airport towers, which are operated by private contractors, on June 15. Under the new schedule, the closures will be implemented at once, rather than a gradual phase-in as had been planned.

Airport operators in several states, including Florida, Illinois and Washington state, and the U.S. Contract Tower Association, which represents the companies that operate contract towers, have filed lawsuits with the U.S. Circuit Court of Appeals in Washington seeking to halt the closures.

The suits contend that the closures violated a federal law meant to ensure major changes at airports do not erode safety, and unfairly targeted the program for an outsized share of the more than $600 million the agency is required to trim from its budget by the end of September.

"The administration has decided to make tower closures the poster child of sequestration (automatic spending cuts)," said the group's director, J. Spencer Dickerson. "We believe there are other ways they could have skinned this cat."

Federal officials have insisted that the closures wouldn't affect safety. And there is evidence that with improving safety, some of the closures would make economic sense.

It turns out that the FAA has been using 30-year-old data on aircraft collisions to justify the cost of operating many of the control towers, even though accident rates have improved significantly over that time.

Had the FAA used more current data, it's probable that some low-traffic airport towers operated by private contractors would no longer have met the agency's criteria for funding, industry officials say. But the FAA has long been under pressure from members of Congress to open new towers at airports in their states, not to close them.

The FAA began paying contractors to staff and operate towers at a handful of small airports after President Ronald Reagan fired striking air traffic controllers in 1981. Today, there are 251 towers operated by private contractors at airports across the country at an average annual cost of more than $500,000 each.

The closure plan is unrelated to the FAA's use of obsolete safety data to justify the contract tower program.

In 1990, the FAA developed a complicated cost-benefit methodology for the tower program that relies on accident data from 1983 to 1986 to determine how many accidents would be averted and lives saved if an airport had controllers working onsite. The safety data have never been updated, despite marked improvements in accident rates.

In 1983, there were 10.7 accidents for every 100,000 departures involving small planes, business jets and other non-airline flights in the U.S., according to the National Transportation Safety Board. By 2011, the latest year for which figures are available, that rate had dropped to 6.5 accidents per 100,000 departures. The commercial airline accident rate has also dropped, and fatalities have declined even more. There have been no passenger airline fatalities in the U.S. in more than four years, the longest period without fatalities since the dawn of the jet age half a century ago.

"None of the formulas have been updated since 1990, despite a very significant change in the aviation operating environment and the general aviation and commercial accident rates," the FAA said in a statement in response to questions from The Associated Press. "The FAA is in the process of updating this policy."

Agency officials offered no explanation for the oversight.

"The FAA methodology likely overestimates present-day collisions," the Congressional Research Service said in a recent report.

Initially the cost-benefit ratios were to be recalculated every two years, but that didn't happen, said David A. Byers, an aviation professor at the University of Nebraska at Omaha and a consultant to the companies that operate the towers. If they were recalculated now, some airports would certainly fall below the FAA threshold for funding, he said.

Of the nation's 5,000 public airports, only about 10 percent have control towers. Those without towers generally have relatively few flights, and pilots coordinate takeoffs and landings among themselves.

Airport towers are prized by local communities as economic boosters, particularly in rural areas. Airlines are sometimes reluctant to schedule flights to airports where there are no on-site air traffic controllers.

Former Rep. James Oberstar, D-Minn., a critic of the contract tower program, said he refused to allow lawmakers to insert provisions into bills requiring the FAA to pay for new control towers at airports in their districts when he was chairman of the House Transportation and Infrastructure Committee.

"We couldn't always stop it in all instances in the appropriations process, particularly when a bill comes from the Senate and it has a designation of funding for a particular tower," Oberstar said.
